Short Description:

State governor Johanna Mikl-Leitner and Residential Building Secretary Martin Eichtinger emphasize the current blue-yellow residential building strategy [1] , which says that living and housing has to be affordable for every citizen. Additionally, environmental requirements have become more and more important in areas such as construction and housing. To successfully reach these goals, affordable and transparent operating  expenses are should be the aim, while also considering climate protection. Experience shows three key factors for the amount of operating expenses, which are:

  • Housing technology (a heating system that is tailored to specific needs and regional supply, as well as proper hydraulic regulation of heating systems)
  • The accounting system (transparent, comprehensible and user-related energy expenses as incentive for efficient energy consumption and climate protection)
  • And building material (within funded residential building construction this generally fixed and thus not a primary component of the project at hand; consideration of the impact of building material when evaluating results).

The purpose of this project is to analyze best practice examples of demand-oriented heating and transparent billing systems in existing cooperative apartments by means of surveys. With the help of these surveys, positive examples will be identified with regard to the criteria "cost-effective" and "environmentally friendly".

The aim of this project is to develop and disseminate planning recommendations for decision-makers in large-volume housing, which will make it possible to make the existing and future housing supply more attractive on the basis of efficient operating costs, while optimizing the construction and maintenance costs of heating technology in a climate-friendly manner.
